首先，要下力气全面解决进城务工人员子女的教育问题。目前全国每年大约有1.5亿农民进城务工。虽然国家教育行政部门明确了以流入地为主的基本政策，但是从各地的情况看，进城务工人员子女的教育问题远远没有得到解决。各级政府应该充分认识到，从某种意义上说，其实不存在所谓的“农民工子女”，这些孩子就是今后城市的新市民，他们的素质直接影响今后城市的风貌。为他们提供优质的教育，本来就应该是地方政府的重要职责。随着二孩政策的放开，这些城市新居民的教育新需要也会随之而来，各地应该提前规划应对。
其次，要采取切实有效的办法解决留守儿童的教育问题。我国有6000多万留守儿童。近年来关于留守儿童问题的报道屡见报端，自、性侵、失踪、意外亡等，令人触目惊心。留守儿童的监护缺失问题已经带来严重后果，数千万的乡村儿童与父母长期分离，他们的身心健康和发展必须引起高度重视。解决留守儿童的教育问题，一是要完善相关法律，依法推进留守儿童权益保护工作。二是要根据规划建议的要求，从国家层面进行产业布局，引导劳动密集型产业向人口流出地转移。调整生产布局，加大对川、豫、皖、湘、黔等留守儿童大省的基础设施建设投入，加快当地经济社会发展。特别是扶持小城镇建设，为农村剩余劳动力就近转移提供更多的就业机会，使乡村儿童的父母能够离土不离乡，从源头上减少留守儿童的数量。同时，要标本兼治，大力推进寄宿制学校建设等。
再其次，要大力推进特殊教育。虽然近年来中央启动了特殊教育提升计划，中央财政经费增加了7.5倍，但是全国仍有600个30万人口以下的县没有特殊教育机构，仍然有超过10万的适龄残疾儿童没有接受义务教育，升入高中段学习的不到30%。几乎所有的普通学校都缺乏接纳残障儿童随班就读的专业教师与资源教室，与国际流行的全纳融合教育理念差距很大。
扶贫攻坚是全面建成小康社会最艰巨的任务。《建议》已经庄严承诺要在2020年全面解决7000万贫困人口的`脱贫问题，要求实现精准扶贫，提高贫困地区的基础教育质量，推进贫困地区基本公共服务均等化。这对于教育来说，也是一件非常重要而关键的任务。
扶贫先扶智。教育是最根本的扶贫。一方面，教育经费、教育资源要精准地向贫困地区和人群配置，尤其是要吸引优秀教师到贫困地区工作。另一方面，要利用互联网进一步合理配置教育资源。要建立全国统一的教育资源平台，把最好的教育资源免费向公众开放，把最好的、最好的试卷、最好的练习题、优秀教师的课堂教学视频，免费提供给西部地区、农村地区，让所有师生可以利用网络获得最好的教育资源。

负责人指出，党的十八届五中全会将创新发展作为五大发展理念之首，把创新摆在国家发展全局的核心位置。打造中国经济的升级版，加快产业转型升级步伐，迫切需要加快应用技术人才培养，推动形成科学合理的教育结构和人力资源结构。引导部分地方本科高校转型发展，就是要更好地促进这些高校直接面向地方和行业发展需求培养人才。
当前，一些本科院校在办学定位和办学思路上脱离国家和地方经济社会发展需要，专业设置、课程教材、人才培养结构和培养模式同产业发展实际、生产和创新实践脱节，办学封闭化倾向突出，有些甚至出现了就业难、招生难并存的现象。
负责人表示，要破解人才培养与经济社会发展需求的结构性矛盾，必须加强顶层设计，实行高等教育分类改革，解决部分地方高校的办学定位问题，引导这些高校走与地方经济社会发展和产业技术进步融合发展之路，推动高等学校科学定位、特色发展和质量提升，全面增强地方高校服务区域经济社会发展的能力。
“转型的关键是明确办学定位、凝练办学特色、转变办学方式。基本要义是已有普通本科高校的转型发展，是办学思路、办学定位和办学模式的调整，不是“挂牌”、更名或升格。”负责人表示，文件牢牢把握这一政策导向，引导高校把办学思路真正转到服务地方经济社会发展上来，把办学定位转到培养应用型技术技能型人才上来，转到增强学生就业创业能力上来，把办学模式转到产教融合校企合作上来，形成科学合理的高等教育结构，提高人才培养质量。
负责人同时表示，转型的主体是地方普通本科高校，转型的责任在各省级政府。《指导意见》强调加强省级政府在转型发展改革中的统筹作用，引导各地从区域经济社会发展和高等教育整体布局结构出发，将高等教育发展的重点放在面向当地经济社会发展需求科学定位、优化布局、调整结构上，从各地各校实际出发，积极稳妥推进转型发展改革，不搞一阵风，不搞一刀切。
此外，指导意见针对当前转型发展中存在的困难和薄弱环节，从三个方面提出了政策措施，旨在形成促进转型发展的政策体系和激励机制。一是落实扩大高校办学自主权;二是加大对改革试点支持力度;三是加大改革试点的经费支持。
