英语作文历史的发展【一】

发展观决定政绩观，政绩观影响发展观从哲学意义上讲，发展观是政绩观的前提和基础。科学发展观决定正确政绩观，真正坚持科学发展观，必定会坚持正确政绩观。一方面，政绩是相对于发展而言的，是在促进发展的过程中创造的，谈论政绩就意味着实现了经济社会的某种发展；离开了发展，谈论政绩就毫无意义。另一方面，在实践中，有什么样的政绩观就会逐步导致什么样的发展观，政绩观的变化会对发展观带来重大影响。总之，科学发展观与正确政绩观具有内在的一致性，是合规律性与合目的性的统一，是方法论与价值论的统一。科学发展观强调的是用科学的思想和方法研究解决发展问题，努力实现经济社会又快又好的发展；正确政绩观强调的是用正确的方法和途径创造政绩，政绩要符合最广大人民的根本利益。发展观与政绩观之间的辩证关系表明，科学发展观是正确政绩观的基础，树立正确政绩观是落实科学发展观的重要保障和具体体现。各级领导干部只有按照科学发展观的要求去谋发展、创政绩，才能创造出符合最广大人民根本利益的政绩。科学发展观的核心是以人为本，这就决定了必须把最广大人民的根本利益作为正确政绩观的根本价值标准，坚持立党为公、执政为民，坚持权为民所用、情为民所系、利为民所谋。科学发展观强调全面发展，这就决定了创政绩既要坚持以经济建设为中心，大力发展经济；又要坚持全面推进经济建设、政治建设、文化建设、社会建设，努力促进社会全面进步和人的全面发展。科学发展观强调协调发展，这就决定了创政绩必须坚持统筹兼顾，避免顾此失彼。科学发展观强调可持续发展，这就决定了在创政绩的过程中必须正确处理速度与效益、效率与公平、局部与全局以及人与自然、发展与环境、当代与后代之间的关系，保证发展的连续性、长远性和稳定性。以正确政绩观落实科学发展观科学发展观是推进我国社会主义经济建设、政治建设、文化建设、社会建设全面发展的指导方针，是指导发展的世界观方法论的集中体现。科学发展观为领导干部树立正确政绩观提出了新的要求，指明了正确方向。以正确政绩观落实科学发展观，必须坚持用全面的、实践的.、群众的观点看政绩。用全面的观点看政绩，就是既看经济指标，又看社会指标、人文指标和环境指标；既看经济发展，又看各项社会事业发展；既看城市发展，又看农村发展；既看经济增长情况，又看人民群众得到的实惠；既看“显绩”，又看“潜绩”；既看主观努力，又看客观条件。用实践的观点看政绩，就是重实干、办实事、求实效，使政绩经得起实践的检验和历史的检验。用群众的观点看政绩，就是始终坚持全心全意为人民服务的根本宗旨，把实现好、维护好、发展好最广大人民的根本利益作为追求政绩的根本目的；就是站在人民群众的立场考察政绩，倾听群众呼声，了解群众感受，把人民群众拥护不拥护、赞成不赞成、高兴不高兴、答应不答应作为评判政绩的根本标准。以正确政绩观落实科学发展观，需要抓紧建立和完善科学的政绩考评体系。由于多种因素的影响，目前的政绩考核体系存在着一些不足和项目。比如，指标设计偏重经济发展和ＧＤＰ增长，相对忽视教育、文化、卫生、环保等指标；考核项目比较空泛，考核标准缺乏科学依据；等等。因此，应把落实科学发展观与建立和完善科学的干部政绩考核体系结合起来，以形成正确的政绩导向和用人导向。在指标体系的设置上，应全面反映经济发展、社会发展和人的全面发展的情况，不能片面地用经济指标代替其他指标；在考核标准的制定上，既要看数字，又不能唯数字，坚决防止“数字出官”和“官出数字”。
