一、发扬艰苦创业精神，强化市场经济意识
艰苦创业是我国劳动人民的传统美德，山区农村自然条件差，农业生产条件落后，农业生产方式单一，没有吃苦耐劳、艰苦奋斗的创业精神是绝对不行的。然而，在市场经济大潮中，仅靠艰苦奋斗的精神是难以实现农民增收的，只有发扬艰苦创业精神，按市场经济的要求，改变传统农业，实现农产品的规模经营，增强农产品的市场竞争力，才能切实提高农民的收入，才能推动山区农村经济的快速发展。
二、大力推进农业产业化经营
农业产业化是新阶段农村改革发展的根本取向，是提高农业效益、增加农民收入的重要手段。山区农村贫穷落后，并不是穷在农业上，而是穷在农业没有形成产业化经营上。因此，必须深化对农业产业化的认识，积极探索农业产业化经营的新路子。一是提高农村工业化水平。现阶段的主要任务是要加快发展农产品加工业，提高农业效益，增加农民收入。要培育和壮大龙头企业，发展农业产业化经营。要把国家和省（市）级龙头企业作为重点，根据本地实际，选择一批有发展前景、具有一定知名度的企业加以扶持，增强其核心竞争能力。通过这些企业，打造本地区农产品加工企业的名牌产品，使其成为农业产业化的支柱。对现有经营状况一般但有一定资产的企业加大资本运作力度，引进有资金实力、较好品牌的企业进行改造，通过注入资金，引进机制，使之尽快壮大起来。要制定优惠政策，营造宽松的发展环境，选择优势项目，引进一批农业产业化经营的龙头企业。通过吸引有较雄厚资金的城市民营企业进入农业产业化经营领域，为农业产业化经营增添新鲜活力。二是加快农村城镇化步伐，把山区农村经济发展与加快城镇化进程结合起来，坚持走大中城市和农村小城镇同步推进，协调发展的路子。城镇化是集聚二、三产业，转移农村富余劳动力，增加农民收入，扩展农村经济发展空间的主要渠道。发展小城镇的关键是繁荣小城镇经济，把引导乡镇企业合理聚集、完善农村市场体系、发展农业产业化经营与小城镇建设结合起来。要发挥城市间的经济联系，发挥大中城市对小城镇发展的带动作用。三是大力发展劳务经济。农民工资性收入是近几年农民增收的\'主要渠道。要积极创造条件，吸纳农民进城务工，最重要的是对外出务工农民加强组织引导和素质培训。通过逐步建立和完善各级劳务输出网络，为外出务工农民提供信息、政策咨询、就业指导、职业介绍等服务。要采取多种方式，对外出务工人员进行就业技能、法律等知识培训，提高他们的整体素质。同时，要健全劳动保护机制，维护好外出务工人员的合法权益。
三、完善山区农村生产和生活基础设施
十八大指出，要“坚持把国家基础设施建设和社会事业发展重点放在农村，全面改善农村生产生活条件”.山区农村生产生活条件落后，主要表现在交通不便，水电不通，信息闭塞、生产工具落后等方面。因此，要建设一批有利于农民直接受益和直接改善农村生产生活条件的项目，把改善山区农村基础设施作为山区农村经济发展的重要环节来抓，为山区的开发和开放创造一个良好的外部环境。
四、培养高素质农民，实现农民增收
实现农民增收，推动山区农村经济快速发展，对农民的科学文化素质和思想道德素质提出更高的要求。造就新一代农民才是实现农民增收，推动农村经济发展，全面建成农村小康社会的治本之策，当务之急要认真抓好两方面工作。首先，要提高认识，在全社会形成培养造就新型农民队伍的共识。农村劳动力素质的高低是决定农民增收的关键因素，高素质的新型农民队伍是推动山区农村经济发展的强动力。其次，要整合教育资源，进一步加大农村劳动力培训工作力度。农村劳动力培训工程是一个浩大的系统工程，要整合好各类教育培训资源，加大培训力度。要整合好农业内部的各种优质培训资源，成立相应的组织机构，将农业系统内部的力量实行整合，农校、农广校、农民教育培训中心都要努力发挥其整体功能。要借助其他各行业的教育资源为我所用，特别要注重发挥各类民办教育培训机构的作用。同时，要加快农民科技教育体系的建设，提升档次，完善功能，提高质量。当前农民科技教育培训体系建设的重点是提升基层培训机构的培训能力，改善培训条件，完善培训功能，建立和完善一批适应需要、手段先进、灵活高效，具有示范和带动作用的农民科技培训基地。
五、加强山区农村领导班子建设
山区农村领导班子是发展山区农村经济的坚强领导核心和战斗堡垒，其好坏直接关系到山区农村的经济发展。因此，要把山区农村领导班子建设作为当前农村基层组织建设的中心任务来抓，按照中央提出的“五个好”的要求突出抓好党支部班子和党支部书记的选配，建立起一个富有创造力、凝聚力、战斗力的群众信任的好班子。同时，注重调动党员发展农村经济的积极性和创造力，发挥其先锋模范作用。
